Look Whos Coming for Dinner

Hey look who I found! No one has seen or heard from Baltimore's Police Commissioner for several weeks; its been so long that members of the agency where asking his whereabouts during this time of indictments and federal probes. Well, well, Hamm has come out of hiding for the express purpose of ... making counter-statements to the Governors campaign ads! Bad, Hamm, go back to the dungeon. Everyone take a good look, we might not see Hamm again for a while.

a few good men from East Asia (& Muslim) opting to purchase several weapons (to the tune of 700k) for their friends the Tamil Tigers. Ah, need guns for your insurgent friends? Come on over to Baltimore, we have a deal you can't refuse. Er, make sure to wear your seatbelt and use the bathroom before venturing out. Also, have a map and do not ask the Police for directions. We wouldn't want you to end up at Central Booking or your car being sold at aution from the Impound Lot. Definitely a plan spoiler.

If you like taking the family or venturing out yourself to museums, Baltimore's two leading museums are offering free entrance. Now that's something to get in on while available.

We have Mayors attempting to defend policing tactics, absentee Police Commissioners and gordongous FOP Presidents attempting to do the same. Fellas, no one believes your damn lies. Let's move on. In a surprise article, State delegate Jill Carter politely refers to Baltimore Mayor Martin O'Malley as a meglomaniac. To you ma'am I say, he's a FU**ING meglomaniac ... indeed you are too kind in your assessment.

Just yesterday all these liars made claim that BPD does not have low morale. HAAA! The FOP President noted the day before morale was down because of quotas. Now dough boy says morale isn't really down but election pawnism is causing bad morale???? WTF? Well to you Mr. rather large FOP guy, I say, put the damn doughnut down 'cause you aren't making any sense! BPDs leadership plain sucks ass, and you know what? You suck ass too, get off O'Malleys dick. prick.

The guv's race for MD is heating up, let the fun begin!

Running for Guv, Mayor O'Malley's ads consist of him reading books to his son while claiming a rise in the educational standards in Baltimore City's Schools and a 40% decrease in crime. Dropping the passing scores to 60% instead of raising the quality and atmosphere means more kids will pass...see? I'd like to mention O'Malleys kids do not attend Baltimore City Public Schools, they don't attend school in the City period because the educational standards are deplorable not to mention the "disappearance" of 58 million dollars from the school system.

Current Guv Ehrlich's latest ad slams prospective Guv- Mayor O'Malley's micromanaged PD arrest rates. In a City which is beginning to mirror 1960s Mississippi, 1 out of every 6 residents has been arrested. Out of those, 54, 000 + arrestees were released without criminal charges. The PD is currently being sued by the ACLU and NAACP for false arrests, its own members for discrimination, and just about everyone else under the sun.

It should get pretty heated once monetary disappearances, political contributions, political ploys, the school system, fudged crime statistics, city contracts and contractors gets thrown in the mix.

Assaults on police officers have increased in recent years

BALTIMORE - Police departments across Maryland reported a rising number of assaults against their officers between 2001 and 2005.

Assaults on police officers increased by 8 percent between 2004 and 2005, but the 4,166 assaults on officers last year is the highest number in at least five years, according to Maryland State Police’s Uniform Crime Report.

A more aggressive approach toward crime by area police departments is creating a backlash in some communities, said Tyrone Powers, director of the Institute of Criminal Justice, Legal Studies and Public Service at Anne Arundel Community College.

“Whenever you increase aggressiveness in the police department, you’re going to get aggression against the police department,” he said.

Considering all the bad press BPD is getting for their "aggressiveness", it doesn't suprise me people wanna kick their asses or take a pot shot or two. Rape, Theft, Drug dealing, Fraud, Shredding, False Documents ... you name it they do it. You know how BPDs problems can be cured? Just have the supervisors clearing corners and turning on light towers; that's how. No need to be supervising anything...never mind that's the damn problem now.

“A lawyer for a Baltimore family that says it had a frightening encounter with undercover officers and alleges that their home was illegally searched has given notice of intent to file a sweeping civil lawsuit that condemns the officers and the system that enabled them.

Craig Kemp and his mother and sister will be asking for damages in excess of $1 million, according to a notice of claim. Kemp says officers searched his car and home without a warrant, where he says he kept thousands of dollars in cash that turned up missing.”

Should have sued for more money. Whatever happened to good old fashioned greed?

“The claim notice alleges that the Police Department is “maintaining and tolerating unconstitutional policies and/or customs relating to widespread and systemic patterns and/or practices of police misconduct.”

“Somewhere along the line, something in the system failed,” Bennett said yesterday.

The lawyer said four others have contacted him with stories similar to Kemp’s and that he plans to file claim notices in their cases in the coming days.

Prosecutors have been investigating the actions of about six SET officers led by Sgt. William Harris for several months, defense attorneys say. The officers are no longer being called to testify in court cases, jeopardizing more than 100 of their arrests.

None of the officers has been charged with a crime. The Police Department disbanded Harris’ unit in early August and reassigned him and the officers to administrative duties. The department says it is conducting an internal investigation.”

“Now, with officers facing accusations of misconduct, Council President Sheila Dixon wants to discuss the department’s policy on internal monitoring.Dixon introduced a resolution last night inviting Commissioner Leonard D. Hamm to explain his department’s policy “on the use of video and audio recording in custodial interrogations.” She wants the hearing to analyze how cameras can prevent wrongful convictions and protect officers from false accusations.”

Sure, okay. You might find out some don’t know how to conduct an interview or interrogation. Cameras are good for keeping people out of frivolous accusations…not a bad idea overall.

A frightening and costly encounter with police unit

A source close to the SET unit investigation says that Kemp and others made believable claims about money and drugs taken - but not accurately documented in police paperwork - by the officers, raising questions of theft. Court documents detail the SET officers’ version of Craig Kemp’s arrest.

While driving his Chrysler late Nov. 2, 2005, Kemp was pulled over in the 400 block of Clinton St., stopped for speeding, according to the statement of probable cause written by Officer Shakil Moss. Police searched the car using a police dog, and the dog found a gun in a hidden console, Moss wrote. Police Department communication records indicate that Officer Agustin Rodriguez requested a complaint number for a handgun violation at least 20 minutes before the police dog unit arrived. The apparent conflict shows the officers might have searched the car first, then called for a police dog unit to validate their search.

Kemp says he saw an officer find his loaded .38-caliber revolver, package it and put it in the trunk of the marked police car. Then, he says, he saw officers retrieve the gun, take it out of the package and return it to his car, just before the police dog arrived. He tested “truthful” about that scenario in the polygraph examination.


Today’s Bullshit Reports

Investigative Reporter Jayne Miller has uncovered further information regarding our City Administration’s attempt to manipulate crime numbers:

Miller asked Sharfstein, “When you considered what you were going to present in February, did you look at data from all four trauma hospitals?”
Sharfstein said, “The date presented was what I considered to be the best reliable data.”
When asked if he looked at the number of cases at all four hospitals, he said, “I’m not interested going through all the things I did six months ago.”

According to investigators, if gunshot cases at Sinai and Bayview had been counted, the reduction in gunshot injuries from 1999 through 2005 would have been smaller than the reduction at just JohnsHopkins and Shock Trauma.

Continuing our coverage of the Shredded Court Documents, Mr (this case is without merit) Tyler the City Solicitor and his Office indicated the records were shredded because the BPD Internal Affairs Division ran out of folders. Oddly, they ran out of folders on the day a request was made for the files in question. Read on:

At a status hearing Wednesday before Judge Paul W. Grimm, the plaintiffs’ attorneys said that officers told them in depositions that the five file cabinet drawers of confidential command records from 2001 and 2002 were shredded due to a shortage of folders.

“We don’t understand why they couldn’t have gone to Office Depot, or simply removed the documents from the folders,” said Kristin Brown, attorney for the plaintiffs.

The recent disclosure by the city that two years worth of confidential files had been shredded despite a court order to preserve them appears to have stalled the case.

Editorial: Lame excuses at the police department

Aw come on now just because “the dog ate it” or “it fell into the fire” are plausible excuses to be used by kids neglecting to complete homework, doesn’t mean a large police agency can use the same ones. “We ran out of folders” is indeed lame, its beyond lame … its a lie as to why requested records were destroyed. Of all the folders not to use, those whould have been the ones.

Can we say intentional? Can we say, although the depositions are sealed, they may not indicate a lack of folders as a reason for wanton destruction of evidence? Just who came up with that bullshit anyway? I say there are egrigious lies being told and I say the city Solicitor’s Office and a few others are perpetrating said damn lies. I certainly hope Judge Grimm calls these liars to task or else he will be party to an immoral disservice transgressed against loyal members of the BPD.

We will continue to watch this case as it goes past this embarassingly pathetic stage.

Police unit is disbanded

Here’s the article regarding a squad in the eastside SET unit being disbanded for alleged “misconduct”. Rumor has it a few indictments are coming down the pike in reference to the alleged writing of false reports by unit members. BPD makes the mistake of having specialized enforcement units largely staffed by rookie officers under loose supervision.

We have also learned the footage made by some citizens taping BPD Officers public contact behavior should hit the news media tomorrow. Look to the Examiner for that article.

BPD, once the pride of the East Coast, is going through some really turbulent times.

Tape Raises Accusations Of Police Brutality

That’s definitely a punch, then the lean forward to grab, followed up by the backward throw. Notice the officer’s hands near the suspect’s collar. Now some people think for some stupid reason one must step in to a punch but if they had any training they would be able to punch stepping to the side or back. Besides due to the positioning, there is no way to “step in”. So, one more case with a false statement goes out and one more lawsuit comes in.

Prosecutors: Handcuffed man has no lengthy criminal record

There seems to be some debate as to whether the PD version of the suspect’s record is truthful. The PD keeps getting caught with their hand in the cookie jar over the alleged brutality incident. See yesterday’s article relating to the videotaped arrest. Not a bad spin attempt by the spokesperson though.

Data Call

We hear there is to be a call for the Police Commissioner to step down coming later this week from a local politician. I doubt that will do more than fan the flames between the Mayor and our newest Council members. Although BPD has some major ethical issues, I don’t see how it is supposed to be fixed by those directly under Hamm. There’s no one capable to be in charge.

We shall await further information.

Tidbits from 9/12

Heard this tidbit of news today:

As most know ex-Commish Kevin Clark filed suit against his illegal firing from the Baltimore (City) Police Department. Apparently he is back to being paid as Police Commish. This leaves everyone in a bit of a quandry because Lenny Hamm is also currenlty being paid as Commish. There has been an ackward silence from Hamm and his entire Mayor appointed Command Staff.

Another tidbit received made mention to some sort of meeting held in NYC. This meeting is rumored to have been set up by Clark in order to pick a transitional team to take over the BPD … we hope the best choices are made from previous lessons learned so that we do not suffer another cluster fuck of NYrs who cause nothing but ruin in Baltimore.

We are eagerly anticipating whatever is to take place on this coming week.

Also from the peeps, word is some citizens shot footage of several Officers behaving in a not so friendly manner toward the public, more illegal arrests and nasty contacts. We hear this story will air or be reported more thoroughly mid week and the video is of HD quality.

In all this I’m wondering what’s taking investigative reporter J. Miller so long to out MD4Bush and his real identity? I can only sepculate on the reasons, timing maybe.

Police-Involved Shooting

On the heels of an Officer being shot we have an Officer doing the shooting. No one seems willing to get hit over the head with broomsticks and bottles anymore. Not much in the information category except some perp engaged in a struggle with an Officer caught a hot one in the abdomen:
"Detectives say an officer stopped the man for questioning when he took off running. Police say when the officer caught up to him the two began fighting."
This shooting took place in the northwest section of B-more City which has been experiencing a rash of homicides and other violent acts. Lots of guys with guns running around out there the least of whom are police.

On Smuggling

As the Guatamalan Servicio de Analisis e Informacion Antinarcoticos (DEA) chiefs talk of helping smuggle coca into the US via Mexicó, Ricardo Espinoza Perez talks of how much he paid the jakals to smuggle his family into the US ... somewhere to the tune of $2500 dollars. Three years after illegal entry Mr. Perez's children and their young cousin are dead by way of near decapitation. Mr. Perez declares he paid in full so the killings were not the result of any illegal debt in his opinion. Aside from the two relatives convicted of the murders, he and his current living family members face deportation.

Suspect Ralph "Bucky" Phillips has surrendered after a lengthy manhunt in NY State. Phillips is suspected of shooting three NY State Troopers, killing one, after his escape from prison. One wonders why he made it out of that field alive.

Officer Shot...Vest Works

BPD Officer Cirello was shot yesterday while working an uniformed overtime detail (in the SED) due to high incidents of Robberies. The Examiner reports the Officer stopped someone inside Patterson Park who subsequently hit the Officer over the head with a bottle then shot him in the chest. Fortunately for the Officer, he was wearing his vest and only incurred a minor head noogy from the bottle. It is suspected that return fire flew the suspect's way as police searched area hospitals for anyone needing treatment for a gunshot wound.

Word is Officer Cirello had a partner, it is believed the partner returned fire. No one has given a good description of the suspect(s) and the second Officer is not mentioned in any of the broadcasted reports...so we'll have to take the partner info with a grain of salt for now. No further details have been given in reference to the assault.

We hear the official Homicide count is 190+ according to the MEs Office. Happily Officer Cirello did not become one of those numbers.

Reports are coming in: Don't park your car too long in our beloved Charm City . No no! Resident or no. There seems to be some issue with it being "carnapped" ending up hostage at the City Impound Lot. Its bad enough you lose your ride to a 48 hour parking rule and pay in the hundreds for its rescue...but why on earth must the car be stripped of its dignity and your property too?

On the other end we have those cars which get towed by the police for driver infractions, stuff "like driving your own car" in Baltimore City, State of Maryland. These cars too end up molested with missing parts and property.

According to Detective Cliff Dempsey, the unnamed suspect has a history of committing lewd acts and has received professional treatment for his compulsions.
Seems this 17 yr old youngster has a history of "flashing". Exposing himself to a three year old??!!? Looks like we have a nasteeee problem in the making.

City officer charged...implicates others

Quandra Johnson, who has been on the Baltimore police force for three years, allegedly told investigators that other officers in the department worked with her as she allegedly used fraudulent credit cards. She also allegedly told the investigators that stolen goods obtained with the credit cards were sent by express courier to the western district headquarters, where she was assigned. The new allegations surfaced as Johnson sought to cut a deal with prosecutors, according to sources close to the investigation.

Matt Jablow, spokesman for the Baltimore Police Department, said that Johnson has been suspended without pay, and that she is awaiting trial in Upper Merion. He said that he did not know if the city was investigating other officers.
Oooooh! Oooooh! She's a snitchin'. Hey, how come the spokesman never knows anything?

Experts say police roles a concern:

“Law enforcement officials should be stepping up and saying this is an isolated incident and we’ve handled it,” he said.

Now how can they do that when the spokesperson states there is no knowledge of any others being investigated?

Baltimore's pretentious City Council President, Sheila Dixon (affectionately known as "Sheila the Shoe") is under continued investigation as State Officials remove several computers, records, etc from her former campain chairman whos company netted 500k in side governement work; without a contract of course.
In March, acting on a request from Rohrbaugh's office, a city grand jury issued subpoenas ordering city officials to turn over documents detailing how and why the city paid $600,000 to Clark for six years. For five of those years, Clark's company made $500,000 without a contract.

City procurement rules require that all contracts over $5,000 be approved by the five-member Board of Estimates, which is chaired by Dixon and includes Comptroller Joan M. Pratt, Mayor Martin O'Malley and two mayoral Cabinet members. The subpoenas demanded records from the council, O'Malley's finance department and the board, which oversees city spending.
Considering the former campain manager's company was being paid for a service that another company was completing under lawful contract .... I would conclude, there was some serious swindly poop afoot. This coming on the heels of another swindly poop investigation into the "Shoe's" rather odd voting for a contract to assist the company in which her sister was employed.

Of course the Mayor, Martin O'Malley, claims no knowledge of these dispicable pratices. I, for one, find that odd for a man known the world over to be an obnoxious micromanager from hell of all City services.

Detective Indicted on Rape Charge

Well it seems as though members of the BPD have a pinache for getting themselves into rather tricky spots. Some female member got herself jailed in Pa. for credit card fraud and another male member is indicted for rape. Hey! This on the heels of an entire squad in the SET being disbanded on complaints from ASAs that their charging documents read eerily alike...all the time.

Er, a member was rewarded for causing a 44 million dollar loss to the City with a spot in Homicide and the City Solicitor mentioned a "faux pas" regarding some court documents in a major discrimination suit against the PD. Seems the damn things got themselves mysteriously shredded.

What's in the cards for next week? Well, we hear that another fashionable female will be making the news in a few hours. We also hear some major changes will take place in the Homicide Unit (it seems some detectives can't detect).

Sunspotters would like to know what has happened to the "paid" Police Commissioner. He's missing, no sign of his presence. There are some of the opinion he has been assassinated by the Mayor ... others are of the opinion he has become a hermit. Yet a few are of the opinion the Commish has fallen prey to a stationhouse "horn-dog" and is undergoing psychiatric treatment.
